Kenya to Form National Steering Committee of 100 Members

The government of Kenya has announced the formation of a National Steering Committee (NSC) comprising 100 members in response to President William Ruto’s address on June 26, 2024. This initiative follows the #RejectFinanceBill2024 protests that paralyzed the country.

The committee will include representatives from various sectors, including youth, civil society, religious organizations, professional bodies, business community organizations, academia, student leadership, Majority and Minority leaders of parliament, the Council of Governors, and other stakeholder groups.

The formation of the NSC responds to President Ruto’s call for establishing the National Multi-Sectoral Forum (NMSF). According to the Head of the Public Service, Felix Koskei, the committee is tasked with providing the framework, modalities, agenda, and timelines for a nationwide dialogue on issues raised by the youth. These issues include: job creation and other opportunities; the nation’s tax policy; the national debt burden; representation and accountability; anti-corruption measures; and any other relevant agenda items

Nomination Process

Each umbrella body is requested to formally nominate two representatives, ensuring gender balance, for appointment to the NSC. Nominations should be addressed to the Executive Office of the President, Harambee House, by July 7, 2024.

First Sitting and Leadership Selection

Once established, the President will facilitate the NSC’s first sitting to allow the committee to independently identify its leadership. The forum will then operate independently across all 47 counties, adopting a participatory, citizen-centric, and inclusive process from the ward level.

Public Participation and Bipartisan Engagement

The NSC aims to uphold national values and governance principles by ensuring public participation. Every Kenyan, as well as all stakeholders, will have the opportunity to present their proposals on the agenda items in person, remotely, individually, or as groups. The NSC will also create a framework for bipartisan engagement with political leaders.

This initiative marks a significant step toward addressing the concerns raised during the #RejectFinanceBill2024 protests and ensuring that the voices of all Kenyans are heard in shaping the nation’s future.
