House team turns away CoB, cites ill preparedness

A house Committee has turned away the Controller of Budget (CoB) Dr Margret Nyasiong’o on the basis that she was ill prepared to appear before it.

The National Assembly Committee on Cohesion and Equal Opportunities dismissed Dr Nyakang’o after she failed to table a detailed report on queries on accountability.

The Committee chaired by Hon Adan Yussuf Haji had invited Dr Nyakang’o to respond to queries on employment diversity and 30 per cent reservation for the special groups in the Agency.

The meeting was held at the Bunge Tower, Nairobi.

Dr Nyakang’o had delayed for more than an hour to appear, a move that annoyed the MPs who had been seated for the period waiting for her.

She then ran into trouble when she appeared and asked for more time, noting that she did not have the report she was to share with Members in response to the queries.

“I have only come with one copy of the report for myself and I am waiting for my officers to bring copies for sharing with MPs,” she said as she requested for more time.

But members could not hear anything more from her and said she was not serious with her work.

“The Controller of Budget was supposed to avail the documents to the Committee two days before she appears for members to adequately go through,” said Hon Duncan Mathenge.

The Nyeri Town MP added: “It is unacceptable for her to ask for more time to make changes to the reports. Why make changes overnight.”

He noted that the CoB has presented herself as a serious senior government officer.

This, she said, should be reflected when she appears before the Committee.

Haji questioned why the CoB was ill prepared yet she received an invite to appear before the Committee 10 days ago.

“You got our invite 10 days ago and that should have given you enough time to prepare,” said the Mandera West MP.

He added: “It is unfortunate but we have to send you back so that you prepare well and appear later.”

In her response Nyakang’o apologized to the Committee noting that she had challenges with technology that caused delay in printing the document.

“I apologise to the Committee for inconveniences caused and I comply with the directive,” she added.
