IAEA Completes Safety Review of Koeberg Nuclear Power Plant

An International Atomic Energy Agency (IAEA) team of experts concluded a comprehensive review of the Koeberg Nuclear Power Plant’s long-term operational safety today. This Safety Aspects of Long Term Operation (SALTO) follow-up mission, conducted from September 3 to 6, was requested by Eskom, the plant’s operator.

Koeberg, located about 30 kilometers north of Cape Town, South Africa, is the continent’s only commercial nuclear power station. Since its Units 1 and 2 began operation in 1984 and 1985, respectively, the plant has been pivotal in supplying roughly 5% of South Africa’s electricity and reducing reliance on coal. Koeberg’s Unit 1 recently secured an extension to operate until 2044, and Unit 2 is set for an extension until 2045.

The IAEA team’s review focused on the plant’s readiness for Long Term Operation (LTO), building on recommendations from previous SALTO missions in 2019 and 2022. The mission highlighted Koeberg’s progress in addressing past recommendations and improving aging management.

IAEA Nuclear Safety Officer Bryce Lehman noted, “The team observed that the plant is addressing the SALTO team’s suggestions and recommendations from the 2022 review. The plant has made significant improvements and is on track to complete the remaining items within a reasonable timeframe.”

Key findings from the review include:

The LTO programme has been updated to ensure systematic planning and execution of long-term activities.
Revalidation of environmental qualification for cables has been completed, ensuring continued safety performance.
Revalidation of Time Limited Ageing Analyses (TLAAs) for concrete structures, including containment, has been completed.
However, the team emphasized the need for continued efforts to fully implement LTO support programmes and refurbish the containment monitoring system.

Keith Featherstone, Eskom’s Chief Nuclear Officer, expressed appreciation for the IAEA’s support and independent review, stating, “Eskom has worked diligently to ensure the safe operation of the Koeberg plant and will continue to collaborate with the IAEA as part of our commitment to continuous improvement.”

The IAEA team has provided a draft report to the plant management and the South African National Nuclear Regulator (NNR). The final report, incorporating feedback, will be submitted within three months.
