MP Peter Kaluma Opposes Scrapping of NG-CDF, Criticizes Senators’ Proposal

Homa Bay Town MP, Peter Kaluma, has strongly opposed the proposal by some Senators to abolish the National Government Constituency Development Fund (NG-CDF), calling it ill-advised and misguided.

Kaluma defended the NG-CDF, citing its significant impact on improving school infrastructure across the country. He emphasized that the fund had played a crucial role in revitalizing neglected schools and establishing new educational facilities in remote areas.

“The NG-CDF has not only rebuilt our schools but has also ensured access to education in remote regions where schools were previously nonexistent,” Kaluma stated.

He criticized the suggestion to channel the funds through county governments, arguing that it could lead to mismanagement and favoritism in resource allocation.

“If the Senators succeed in scrapping NG-CDF, there’s a risk that funds intended for education infrastructure could be diverted based on political preferences, excluding certain regions,” Kaluma warned.

Kaluma also clarified that MPs no longer directly oversee the NG-CDF, as amendments to the NG-CDF Act have removed them from implementation roles. He highlighted that the fund is now administered by the NG-CDF Board in Nairobi, with grassroots participation ensuring transparency and accountability.

Responding to demands for an “Oversight Fund” by Senators, Kaluma questioned the need for additional funding, stating, “Senators are already well-paid to perform their oversight duties. There should be no justification for allocating extra funds for oversight when it’s their primary responsibility.”

He challenged those advocating for the abolition of NG-CDF to prioritize ensuring free education, as promised during political campaigns by various coalitions.

“Both Kenya Kwanza and Azimio promised free education. Those opposing NG-CDF should focus on creating robust systems to deliver on this promise rather than dismantling a fund that has proven beneficial to communities,” Kaluma asserted.

The debate over the future of NG-CDF continues to stir controversy, with MPs and Senators at odds over its effectiveness and management. As discussions unfold, stakeholders are closely watching how lawmakers will address the concerns raised by Kaluma and others regarding the funding and oversight of critical development initiatives.
