National Assembly’s Defence Committee Endorses Protocol on Pan-African Parliament

Nelson Koech - Chairman, National Assembly Defence and Foreign Relations Committee

The National Assembly Committee on Defence, Intelligence, and Foreign Relations has officially endorsed a report recommending that the House approve the Ratification of the Protocol to the Constitutive Act of the African Union Relating to the Pan-African Parliament.

The Protocol aims to give a voice to African people and the diaspora, promote African Union policies, human rights, democracy, good governance, and cooperation. It also seeks to foster peace, prosperity, and solidarity across Africa while encouraging regional integration and active participation from the African Diaspora.

Once ratified by 28 African Union member states, the Protocol will transform the Pan-African Parliament into an elective body, allowing African citizens a greater role in shaping the continent’s future. Currently, members of the Pan-African Parliament are appointed by their respective national parliaments.

Kenya is expected to gain significantly from ratifying the Protocol, as it will provide the country with a platform to engage in decision-making, contribute to policy formulation, and represent the interests of Kenyans at the continental level.

During the session chaired by Vice Chair Hon. Bashir Abdullahi, members of the Committee highlighted the importance of ratifying the Protocol in bolstering Kenya’s leadership role within the region. “It will allow us to collaborate more effectively with other African nations on shared challenges, promote regional stability, and foster economic cooperation,” said Hon. Bashir Abdullahi.

The Committee’s report emphasizes that the Protocol aligns with the Kenyan Constitution and values and will contribute to advancing democratic principles, human rights, and good governance across Africa.

The Committee on Defence, Intelligence, and Foreign Relations is expected to table its report before the National Assembly for further deliberation and approval.
